Delete old MySQL test data

It's been reported that some DirectAdmin boxes may still have the default "test" database. To confirm it's all cleaned up, this update will check and remove any such databases, if empty. If they're not empty, you'll be notified with the Message System on how to delete them, eg: echo 'action=delete&value=test_dbs&all=yes' >> /usr/local/directadmin/data/task.queue If you do not get any notice, there is no data in them or they don't exist and will be cleaned accordingly. ---- T19133
