Allow blank Division with SSL Certificate Requests

New rules with regards to ssl certificates require that if a field is specific in a certificate, it must be accurate. The "OU" field in a certificate describes the "Division" of a company, however in many companies, they don't have divisions. In this case, the division should be blank, else the certificate authority may deny your certificate request. This change in DA is to allow the Division field to be blank when creating an SSL certificate and SSL Certificate request. The result is the the OU field wil not be present in the request, so it won't be checked by the certificate authority. If you do have a division in your company, then you must still set it accordingly. Related (note how there is no OU field):
